In June 2025, Parma launched a new civic body as part of its roadmap toward becoming European Youth Capital in 2027. The Local Youth Council was created to give young people a structured but independent space to influence public policy and contribute directly to city planning. Rather than functioning as a traditional political institution, the council operates as a participatory platform built around dialogue, project design, and shared responsibility.
The council grew out of the long application process that led to Parma’s successful bid for the European Youth Capital title. That campaign involved hundreds of young residents and dozens of youth groups over several months. Today, the Local Youth Council brings together more than 30 youth organizations, alongside individual participants who are not affiliated with any association.
