Young international travelers are becoming an increasingly powerful force in Italy’s retail economy, particularly in fashion and luxury shopping. Between April 2025 and March 2026, the number of Gen Z visitors using Italy’s tax-free shopping system increased by 22%, while their total spending rose by 11%.
The program allows eligible non-EU residents to reclaim VAT on goods purchased in Italy and exported in their personal luggage. The minimum transaction is €70.01, including VAT, making the benefit accessible beyond the traditional luxury market.
