Parma introduces youth test to evaluate policies affecting younger generations

Parma is becoming a national model for youth participation in local government through the introduction of a new policy tool designed to measure how municipal decisions affect younger generations.

The system, known as the “Youth Test,” evaluates city resolutions before approval to determine their impact on residents between the ages of 14 and 35. City officials describe it as one of the first structured applications of generational impact assessment at the municipal level in Europe.
