For years, Italy’s public sector was often portrayed as slow, burdened by bureaucracy, and unable to complete major projects on time. Yet the experience of the National Recovery and Resilience Plan (PNRR) has revealed a different story – one of adaptation, efficiency, and growing administrative capability.
The PNRR, Italy’s implementation of the European Union’s NextGenerationEU program, has been much more than a source of funding. It introduced a new way of managing public investment, based on measurable objectives, strict deadlines, continuous monitoring, and transparent reporting. This approach has encouraged public institutions at every level to improve how they work and how they deliver results.
