How Italy learned to deliver: the lasting legacy of the European Recovery Plan

For years, Italy’s public sector was often portrayed as slow, burdened by bureaucracy, and unable to complete major projects on time. Yet the experience of the National Recovery and Resilience Plan (PNRR) has revealed a different story – one of adaptation, efficiency, and growing administrative capability.

The PNRR, Italy’s implementation of the European Union’s NextGenerationEU program, has been much more than a source of funding.
